How exactly does one take a comment like that "out of context"? It's verbatim. Well except for the fact that I took out one of the letters of the word.&lt;/p&gt;&lt;p&gt;Of COURSE he buys from wholesalers - in his own state. The problem being, once he adheres to the 3-tier system in HIS state he is forbidden from shipping to OTHER states purportedly because he isn't going through the 3-tier system.&lt;/p&gt;&lt;p&gt;For even better context, please google and read filed court documents associated with Siesta Village Market LLC v. Steen currently in the 5th Circuit Court of Appeals.
